The honest answer of that depends on the person doing the fast. As was mentioned, some cultures say that even a grain of salt breaks the fast... but some groups would allow certain types of pills to be taken (often for medical purposes, but still).
The general consensus is eating food (anything not a liquid) breaks the fast. I have fasted before where they were allowing any liquids (water, juice, Kool-Aid, pop, whatever), but I have talked to people that saw a fast as ONLY water. Usually religious groups will have more specific outlines, but if you have been told to fast by anyone, I would ask what the limitations are that they are asking... that's the only way to be sure you're fasting enough for them unless you just stick with pure water.
