Personally, I don't like herbs as 'supplements' in capsule or tablet form as they are extremely over-priced for what you get, and they tend to be over processed and powdered, which diminishes their potency. I have opened up capsules of herbs to see the quality of what was inside and was not impressed. Some of the herbs in capsules are several years old. When you purchase bulk herbs to make teas, you can see whether its quality or not right away.
The form that is more potent depends on the specific herb and what you want to get from it. For example, Scullcap loses its potency very quickly after it has been dried, so unless you are taking a tincture made from fresh Scullcap, the effects of taking it in any other form will be minor to nil. Stinging Nettle is best prepared as a tea (steeped for many hours) to best extract its powerhouse of minerals. But as an adrenal and kidney nourisher, it is best prepared as a tincture. Herbal alcohol tinctures are alkaloid rich, but nutrient poor. Some plants, such as Balm of Gilead buds, contain properties that are not water soluble, so they must be taken as alcohol extracts.
