I don't know how to make these but I thought I would give you a suggestion or two that I have seen and used that don't melt
Use a package of frozen peas... put a cross on it so they are always used for first aid and they don't get eaten. This one is great cause it can be adjusted around an injuries.
Put a wet small sponge in a plastic baggie and freeze it. When you need an ice pack use that as it doesn't melt. This one I have seen used for small children in school
