Yes, right now is a bad season for weed. The reason is because of the tempature outside. Marijuana is a warm-climate plant, so the spring/summer time is when it is usually grown. During the winter, it is very difficult to grow Marijuana because if its outdoors, it simply wont grow in cold weather. Even if it is grown indoors, it is very hard to keep the tempature above 70 degrees F 24 hours a day for the plants; if the tempature gets too cold, the plants will simply just stop growing and die. "Good stuff" that your talking about, aka "dank," requires very specific growing conditions; so the winter time is the absolute worst time to try and find it. When spring and summer come around, there will most likely be much more out there. Im not saying you can't find it, but if you just want for the weather to get warmer it will be much easier to find.
