Question: Does anybody know what it means if you get a lump/bag filled with liquid on your elbow.? .?

It sounds to me like Bursitis. A bursa is a fluid filled pad that protects different areas in our bodies for more smooth movement. If this pad becomes inflamed it is then called bursitis. It is very painful and can be caused by many different things. For example lifting a heavy grocery bag or falling directly on your elbow. You may need to go see you doc if it doesn'tt subside in about a week. You can take some anti-inflammatory over the counter meds like: advil,ibuprofen,or motrin. otherwise the only thing you can do at home is ice compresses (icepack), rest your arm as much as you can give it TLC, keep your arm as elevated as you can when at rest to decrease swelling. It could be many things so if it gets very red or very hot to touch and unbearable pain you should get to your doc asap. Some other things that come to mind that could be possibilities are: Spider bite, arthritis flare-up, RA nodule if you have RA.

Considering your age, I would STRONGLY suggest getting it checked out by the doctor. It could be some kind of weird infection, but the fact that it's <possible> that it could be cancer or something similar (age factor), there's no sense in NOT seeing a doctor about it.
