why do you think you have rabies, if you never saw a bat, and (I'm supposing) do not have any known bite.?

Be aware that post-exposure vaccination costs about $3000, and involves a series of 5 vaccine injections PLUS rabies immune globulin, which (because of the large volume of this product) is normally two extra needles. It is not a simple , nor a benign treatment, and thus good DPH officials and good doctors try to only give this treatment when there is some reasonable probability of exposure.

It is appropriate to deny treatment when it is the wrong thing to do - just as we would not treat you for a subarachnoid hemorrhage (by drilling holes in you skull) unless you had some reasonable evidence that this disease were present.

That's interesting. I've never heard of a health department refusing vaccine because no animal had been found. It's unusual be bitten by a bat, and if it happened to me, I would go to a doctor who could call the health department and argue on my behalf.
