you might want to try something called vitamin k cream you can find it at ur local Henry's grocery store, apply as directed, avoid junk food and inflamitory foods (high sodium) like chinese, bacon and chips and (Soda!!!)
believe me, i have the same hereditary curse from my dads side of the family and this is how i cope, id also recommend getting this green roller ball de-puffing pen thing from a drugsture, its called from the makers of garnier fructis and is the same color as their hairproduct bottles, its worth is price, which isnt bad considering the wonders it works
i also use a high quality concealer to hide those circles....origins- "very light" works well on my skin and doesnt make me break out, and no, tanning wont make them go away per say, but it may keep your fair skin from looking ...well..peeky
