yes it will probably keep your fitness up. but its probably not ideal if that is all you are doing. you need to experience and do other types of excercise. I think the natural way of running in the good outdoors is better if I'm honest. you get the true feel of running and to sometimes a treadmill does the work for you. in real life running, only your body puts in the effort making it more beneficial to loosing weight or keeping fit, whatever you are doing excercise for.
