It depends on the amount of lean mass a person has. A female who doesn't have much muscle and is underweight is not going to be healthy at under 18% body fat, but someone who has a normal BMI with lots of muscle may be able to drop as low as 13%-14% and still be healthy. That said women have to be careful as if they drop their body fat percentage too low they can lose their periods.
