I know I'm a skinny short girl, but I'm worried I'm not curvy enough and am less than average.

It's not so much how many inches difference between the measurements, it's the actual ratios.
So when you divide your waist measurement (at the narrowest point) by the hip measurement (at the largest point) an ideal ratio will be around 0.7.
For example a girl with meausrements 32-24-32 (8 inch difference) has the exact same ratios as a girl with measurements 40-30-40 (10 inch difference) just on a smaller scale.Health Question & Answer
