You don't want arms that are out of proportion to your body, (ie no muscle mass). Unfortunately, there are no true methods of "target weight loss", you can do exercises which target specific muscle groups but generally, whenever you lose weight, you lose it do increased metabolism/heart rate and therefore you lose weight all over, even if it appears to come off faster in some areas verses others.

That said, the best thing for boosting your metabolism and losing weight at a quick jump-start, and especially with noticeable results in the limbs, (arms and legs), as well as the face would be aerobics, swimming or walking at a brisk pace to bring up your heart rate, alternate exercises and styles, (tree push-ups for 5 min during a 20 min walk for instance, three times a week, or alternating swim-strokes).

To target your arm muscles and really see a visible difference in that area, use weights, free hand 1/2 to 1 lb weights are good to start. You can find great exercises in most health/fitness books, videos or rmagazines, (personally I love 'SELF' magazine).

As always, everyone will tell you it's easier, (and faster and you feel a whole lot better) if you eat a balanced diet. Even if you're prone to overeating, you'll feel better if you fill up on lots of fruits and veggies and at least trade in the soda. Water will help you lose weight, and feel better, too.
When you feel like eating, ask your self if you're really hungry, and why.? Did you skip a meal or not eat enough at the last one, did you fill up on junk that didn't last and wasn't filling or nurturing to your body.?
Sugar and too many white flour carbs can cause you to crave more and eat too much.
Sometimes we eat out of boredom, depression or because of other reasons, sometimes our body actually registers thirst as hunger, so drink a glass of water and CALL A FRIEND. If nothing else, it might provide enough time for you to re-evaluate and decide not to eat.
If you really feel you HAVE to have something, (a slice of cake, ect.) just eat it, in the long run it won't make a difference, but when you deny yourself, you may end up eating too much of something else instead or finally giving in to temptation and making yourself feel bad, so you eat more than you normally would've.
