No, in days gone by all babies were vaccinated for smallpox which has been eradicated so to speak. That odd round scar is from the utensil used to administer the vaccine and the ensuing nasty scab it formed. It took a couple weeks for the scab to fall of, leaving a scar.
Fortunately, by the time we received this vaccine the technique had been modified and the scar was much smaller than in our grandparents day. Children no longer receive this vaccine so you can sorta Gage a person's age by that little scar you see on ones upper arm.
