You're asking whether or not a 9mm round fired at pretty much point blank range have enough momentum to knock a person back, right.?
When a 9mm round is fired, the bullet is propelled forward because of expanding gases. At the same time the shell casing is propelled backwards (towards the person firing) at much greater speed and has the same kinetic energy (momentum) as the bullet. That is what you feel as recoil when you fire the weapon. This is because of newton's 3rd law:Every action has an equal and opposite reaction.
The recoil on a 9mm is usually nothing more than a jerk on the arm, it's not enough to knock you off your feet which means that the bullet also does not have enough momentum to knock someone else off their feet.
So to answer your question: No, the force of the BULLET will not knock them back.
