They are NOT the same thing. There is Obsessive-Compulsive Disorder (OCD), and there is Obsessive-Compulsive PERSONALITY Disorder (OCPD).

OCPD is what most people refer to as "anal retentive." OCPD is really not something that needs to be treated, per se. Personality disorders really don't change much and are not very responsive to therapy. It's basically just part of who you are. OCPD is pretty benign.

There are much worse personality disorders. For example, people with Anti-Social Personality Disorder (formerly referred to as psychopaths or sociopaths) will really never be cured.

OCD, on the other hand, is a disease that entails obsessions over something (e.g. cleanliness or dirt/germs) that lead to compulsive behaviors (e.g. washing your hands 80-100 times a day). These are not just "anal retentive" people. They have a more serious disease that warrants therapy. Some people can be cured of OCD over time via controlled and gradually increasing exposure to what they obsess over (e.g. having them touch something with their hands and not letting them wash them with gradual increase in severity over time to the point that they can put their hands in the dirt).

The DSM-IV is a much more valid source than Wikipedia.

Technically, they are the same thing, just different terms. Freud called it anal fixation, now a days we call it OCD.
