Possible
Not for me it isn't. I think maybe you have to get used to the taste of it and the ability to swallow hard liquor, then you should be alright after awhile. It used to be hard for me when I first tried drinking alcohol. I would swallow it down, but then I couldn't swallow nothing else. It was like having a tightness in my throat that I couldn't get rid of, sorta like a tight knot.
alcohol dehydrates..thats your throat muscles' response
perhaps an allergic reaction?
I often have this problem when I'm drinking alcohol in a smoky bar (due to the smoke). I was told to take a claritin before going out and a motrin when I came home.
It is quite possible that you find it difficult to swallow after drinking alcohol because alcohol does dehydrate you. You haven't, however, commented on whether this is just after one mouthful or several drinks. Or whether it is specific drinks. Drinks loaded with caffeine and sugar will dehydrate you further, so perhaps try to avoid these.

Also, perhaps you could try drinking a glass of water every other drink- as well helping to keep you hydrated, so your throat doesn't contract so, it will also help to limit your hangover the next day from ensuring you are rehydrated, whilst still enjoying drinking.

Hope this helps
