Hey im 13 and i had a little hair under my nose not too veiwable but if u were like right veside me u could..and so my mom was jking with me about it and i got mad and ahaved it..and i think i did it too erly .. Haha. The same thing happened to me. I got the dirty little hairy patch above the upper lip and I freaked out when my mom started poking fun at it, and shaved it.
It will grow back, yes, so if you really don't want it there you will have to keep shaving it.

I was 12 when I first shaved (I not only had a mustache but was starting to grow a beard, and my principal forced me to shave).
So don't worry, it's perfectly normal. You won't start shaving regularly until you're 16, probably.

You're at the age where some boys your age might grow facial hair. some don't. Shave, don't shave, keep the facial hair, or lose it... your choice. People always tease the adolescence about growing up (facial hair, voice change, growth, etc)... it's like a coping mechanism for adult to deal with your growing up. Enjoy it. Be playful about it.
Example... my mom teased me too about my facial hair. So I told her that I hoped my mustache would be thicker than hers... she stopped! It was funny, but the teasing stopped. She gives me grief about every now and that I am a whole lot of years older now.

Nothing bad will happen. You have to watch out for in-grown hairs, though.
If you're going to shave, make sure it's not every-day. And use moisturizer/shaving cream/etc. It will make your skin less irritated.
