Your penis won't fully fill out until around 17 or 18, remember each person is different and develops different.. As for the production of sperm give it a little more time.. It seems you have talked with a doctor about this problem, it it's still bothering you go back to the doctor or call him to discuss it with him.. hitting puberty is one thing; being able to ejaculate is another.. you have to be in puberty to ejaculate, but that's a function that develops during puberty along with the other changes.. and there's no set timetable or order of when things happen; that's different for everyone..

I'm afraid ther'es nothing you can do about your size and at 14 you shouldn't even be worrying whether or not your sperm count is good....
