I wouldn't have said a "lot" of "young" boys do - sure some guys have them (called a Prince Albert after Queen Victoria's consort, who had one) for cosmetic reasons (to look good) or sexual pleasure purposes - although as others have said, the pain having it done must be quite bad, although I've known a few guys who have had them and say it's not too bad.. I know maybe four guys in my life (and I'm 54) who have had penile piercings, and I haven't had the nerve to ask them if it hurt but the whole thing makes me REALLY squeamish!
