Everyone is telling you to go to the doctor.. I don't know what sort of bumps you mean.. I'm 16 and for at least the last 5 years at least i have had loads of like little bumps on my b@lls and the underside of my penis up to the top.. and its no problem trust me.. If there only tiny bumps then their fine its just how your body is growing.. Do they hurt.? If there big or they hurt then go to a doctor but otherwise your fine and no problems.. I think the guy above me is right.. Its not an STD and i know coz i have never had sex and i have them..
