There are 2 reasons:

1.. The mechanical irritation caused by your growing beard at certain angles rubbing on your skin..

2.. The accumulation of additional sebaceous oils that coat & accumulate on the growing beard are acidic & can cause contact irritation as well as encourage growth of various bacteria that feed on these oils.. The amount of irritation varies depending upon an individuals skin chemistry..........an example would be a person who gets red blotches on their face as soon as they get 5 o'clock shadow..

Its probably irritating your skin or possibly shaving rash.. Ensure you moisturize your skin after shaving with some specialist cream and that you use shaving gel.. also, if you dont want short stubble, use scissors or a blunt razor to shave instead, it helps keep the bushyish look..
