I used to have the exact same problem, until after I came out of the shower or bath I'd gently do little stretches on it and on every stretch I'd hold it there for about 10 secs, I did this 4 times every time I came out of the shower and before I went to bed at night, and in about 2-3 weeks it was completely back, if he's having trouble then get him to use some lubricant to make it slide easier.. It sounds like he has a case of phimosis, where the foreskin opening is too tight/narrow for him to be able to pull it all the way back easily and comfortably.. The good news is that this is probably something he can "fix" himself..
The first thing he should try are called stretching exercises.. In one stretching exercise, take two fingers (one from each hand), hook each finger on either side of the foreskin opening, and gently stretch in opposite directions (like you're trying to increase the diameter) as far as possible without pain or discomfort.. Stretch and hold for a few seconds, then let it relax for a few seconds, then repeat the whole process for about 15 minutes twice a day.. It's best to do this right after he take a shower/bath when the skin's most flexible.. For more info, see link 1..
If after a month and there seems to be little/no progress, he should ask his doctor about certain prescription creams that're supposed to help loosen the foreskin.. In one study, these creams are the most cost-effective treatment a doctor can prescribe (link 2).. He can even combine them with the stretching exercises to get more out of them quicker, though it may still take 1-3 months..
In almost all cases of phimosis, the above treatments are all that's necessary.. Very rarely will any kind of surgery be needed, so he (and you) can ignore all comments/suggestions telling you to get circumcised.. Has it retracted before, if it hasn't then, i would have to ask the actual question, have you ever masturbated before.? Because the foreskin basically has to retract in order to masturbate..
