If you haven't been sexually active, then you don't have an STD, so don't let that worry you.. I do wish you had told us your age.. There're two things that this is probably..
If you just have a few of these bumps, it's probably penis pimples.. It's not a big deal and we all get them from time to time.. But you do need to make more of an effort to keep clean, ok.? Be careful if you're tempted to pop things on your penis.. Too much or too soon can cause some scary swelling..
The second possibility is Fordyce spots.. This condition is completely normal and a lot of us have it.. It doesn't hurt you or cause you problems in any way.. Check out this link and I think it'll make you more comfortable with this..
