1.. The skin that covers the actual penis is the foreskin, which makes the male either circumcised or not
2.. No, I don't think you have to peel back the foreskin because as you get harder and thicker, the skin hugs the penis tighter, making it less retractable.. Hope this helps..Health Question & Answer

1) The foreskin or Prepuce, which is generally removed shortly after birth and called circumcision..
