How can I get rid of stubble?!

Question: How can I get rid of stubble.?

I have an Electic Philips Philishave 302 (or something simular)..
I've had it for a good 4-5 years now, and wondering if it's the problem.? After I've spent awhile shaving, there is still very noticeable stubble all over my chin, cheeks, and slightly down my neck..

Is there a better shaving/type that I should use, to get that smooth, hair free finish.?

Here's how..>>> Get you hair cut short using clippers.. Get in the shower with a no fog shower mirror.. Wash your(( hair stubble good.. ))Then shave WITH the grain using a shave gel and Mach 3 or fusion razor.. You might get razor bumps the first time.. You have to exfoliate your head to prevent breakouts and shave every other day to prevent stubble from showing..
