circumcision is never needed to solve this
if it really bothers you then you just need to do some stretching, basically stretch the opening, if you do regularly for a while you will grow new skin and have the flexibility you need to retract the foreskin (see the links below) you can also get topical steroid cream from the doctor to help speed it up

Just try and pull it back as far as it will go every day or twice a day, don't force it but do try and stretch it back, it should get looser after a while if you keep doing this, and also try to slide it up and down a lot while masturbating.. About the sensitive head, rubbing that very gently with lubricated fingers should gradually make it less sensitive..
