Ok.. Firstly I am 16, and my penis is 7" and has been that way since I hit pubity at 12.. Size is usually genetic.. 7" is above average but that doesnt mean your hormones are messed up..
As for scaring off the ladies...... I think your over reacting.. What usually causes more pain to the girls is the thickness not the length..
Just make sure your partner is cumfortable before you do anything though otherwise it could become extremely painful for her, no matter what size you are..

You might be done growing in that area, my brother's feet grew huge in like the first year of his puberty, then stopped growing completely.. also depends on what race you are..
