well it could be a number of things
it could be a bladder problem it could be a circulation problem maybe you need to wear looser clothing ...... it could be that you have strained a muscle right above you're penis ......
try massaging the area gently .... and taking a pain reliever if it persists see a dr but to be it sounds like more of muscle strain..
