Do you mean it just stays covered when erect, or you can't retract the foreskin at all.?
If you can pull it back manually, the problem is just it doesn't go back automatically, then don't worry.. It's normal for the foreskin to stay over the head in some guys..
If you can't pull it back at all, I recommend you do stretching exercises where you pull it back every day as far as it will go.. After a while, it should loosen up..

The critics will give you all sorts of remedies that don't work while they tell you to avoid circumcision.. What they don't tell you is there is no point to sex if you can't expose the glans..
