Kyle, If the bumps were all over your penis, I'd suggest you have Fordyce spots.. Since they're not all over, I suspect what you're seeing are just hair follicles.. Because the skin is so thin on the penis and scrotum, hair follicles are much more noticeable.. They tend to sit on top of the skin instead of being embedded like other places on our bodies.. Look closely and you may be able to see the beginning of hair growth from these bumps..Health Question & Answer
