Sweetie- your BF needs no help.. The testicles need a cooler place to be and produce sperm.. His "boys" are just self regulating..
You might also live in a cooler place.. I'm from the north and the "boys" stay cold especially in the winter..
If he wore briefs, that might keep them closer and warmer.. That's my only advice.. I wouldn't start warming them up any other way than that or your warm hands..Health Question & Answer

Usually coldness in any limb, no one in particular, means that there is a low blood flow to that area of the body.. It is a common thing among men and usually is not something to worry about..
As for warmth...... heh slightly aquard to say, but usually daily usage or movement(so called exercise) helps
For short term warmth use your imagination, such as a warm bean bag, but major warning! Excessive heat to the 'balls' can cause a alarming sperm count..
As for long term...... i think your outa luck
