Around testicles there is scrotum.. Scrotum keeps testicles in a constant body temperature of 37* C .. So testicles are part of inside body.. Human body does not change temperature so easily so i guess a cold bath can only create a cold..
On the other hand if you swim in a very very very veeery cold lake or sea for a long time you may have the problem you mentioned..

No, it's not.. Neither is a cold swim..

It's just uncomfortable, that's all (unless you just got out of the sauna or hot tub - in which case it's *great*!)
