Such bumps can be simply due to hormonal changes. But adult nipples are bumpy. Likewise the other bumps.

The danger with shaving is that hair can grow back UNDER the skin these can become infected.

Keep the area clean, remember that soap really only makes water wetter, so unless it is medicated it should be used sparingly as it can agravate.
