Sounds like an STD. If you shave then there's the small possibility of it being ingrown hairs...but do NOT assume that it is.
See a doctor right away. There is no way to test for HPV or herpes, unless the outbreak is present. While they are still present you should have a doctor look at them and tell you if you have them or not.
Once they go dormat - you still have the virus and will not know it.
Then you will be infecting others.
There is no cure for these STD's so I recommend you see a doctor so that you can know if you have it. Or else you will have to abstain from sexual activity until your next outbreak (which could be months) so that you know. Unless you're okay with infecting others.
