These are probably are cherry angiomas: blood vessel growths that run in families. They mean nothing.
I have some on my chest and on my inner thigh. Don't try to remove them or pick them off: they will bleed LIKE CRAZY.

Are they bumps or just skin discolorations.? If they are are just skin discolorations, they are likely birthmarks - if they have been there forever. Even if they are just skin discolorations, if they are new, you should have the doctor look at it the next time you go for an exam.
