How can anyone possibly answer this question truthfully.? If you are big, you can't describe how it feels to be small. And if small, you can't describe how it would feel to be big. A lot of people are idiots and all guys lie about penis size and height. Health Question & Answer
There is more of it to feel good -- but the same nerve clusters. So, the reality is that in absolute terms - -no, it feels the same. It may even be the opposite. The two friends I had with the smallest penises loved orgasm the most -- and were just fantastic in bed. Size really doesn't matter, that isn't just a saying, its the truth.

Actually it's th opposite. The smaller it is the more concintrated the nerves are and the less they are spread out. so it feels better when it's smaller. It's not a huge difference tho.
