I agree with a couple of the others--it sounds like either a fungus infection or from dry masturbation.

Tinactin will take care of the fungus in a few days. I recommend asking him whether he masturbates. Some young men can get addicted and can't stop. Perhaps you can convince him that you've got something better...Health Question & Answer

Sometimes, excessive dry masturbation will cause this. Or, you could have a simple fungal infection. Try using something like Keri lotion or Eucerin lotion on it, after bathing, then leave it alone for a few days. This may be difficult for you, but you need to see if it's healing or not. If it's still in the same condition after 48-72 hours, go see your doctor.
