I had the same problem for a very long time.
I was not extremely overweight, but I wasn't where I wanted to be either. After everything that I've tried, I found that swimming was best for me. As you've said, work out your abs until you know that they're there, and the only thing that's preventing them from being seen is some fat. Then swim. I joined the swim team and we swam a LOT. You wouldn't believe the wonders it did for me. My abs are very clear-cut now, and doing lots of dolphin kicks for the butterfly really worked out my lower abs. They're huge!
People say this all the time and it's true: the best way to getting abs is not through doing workouts exclusively for the abs, but by losing weight all around.
It might not be for you, but just try it. Swimming is very fun, and it doesn't come with all the cons of other workouts and exercises like sweating and straining your joints. It's a non-strenuous sport since it's all about using your muscles.
