I was like you Dude. My gear and my growth hadn't done a great deal until after I was 17. My package started growing then, and both my height continued until I was into age 23.
I got married at 22, am not 24 at near 6 feet and my gear is not high avrage, it's long and large. I passed what I had known other dudes in the locker room to be. A later start often means making up for lost time. My wife saw lots of change from 22 to late 23. she teases me about having married a growing boy. Hahaha!
I'm 24 now and done growing I hope, and haven't seen change in about 6 months.

17 is maybe a little late for a 4 inch penis unless that's your final size. If you're worried about your puberty, go see a doctor.
About the facial hair, well that can take until you're 20 or older to come around. Puberty and the process of developing hair can extend into the mid-twenties for men - most teenage boys don't have much chest hair, that's one thing that typically develops in the 20s.

i've known grown men with 4 inch penises so that may or may not be a result of a problem. your body may not be producing sufficient amounts of male hormones. testosterone is produced by the testes or balls while the pituitary gland puts out growth hormones, so don't think that getting taller means your endocrine system is fully functional. by endocrine i mean the vast network of glands that put out hormones. both sexes have pituitary glands and others such as the adrenal glads (ad "renal" renal meaning kidney b/c they sit on top of the kidneys), but it is the sexual glands unique to each sex that cause the characteristics of female or male. men who are on anabolic steroids or who inject testosterone may notice atrophy of the testes (they shrivel up) and decreasted sexual potency over time b/c the body reacts to the presence of too much testosterone and therefore shuts down the testes in an effort to normalize the amount of hormones in the blood and keep them from being too high. on the other hand female body builders who inject testosterone for performance are warned that they may experience masculine side effects such as unwanted body hair.
in short with the lack of hair and your anxiety about your penis size, you should probably go see a type of specialist doctor called an endocrinoligist and have tests done to see if you have adequate levels or are capable of producing testosterone. if indeed there is a permanent failure, this doctor can prescribe testosterone medication for you. if you aren't producing testosterone on your own, you will experience masculin side effects like the female body builders and you should start to get facial and body hair, and your genitals likely will react favorably too.
