Don't worry about this too much. You still are going through puberty and have a long way to go. What you can do is start a weight lifting program. I feel you probably have a pretty high metabolism so eat what everyone else wishes they could! Protein is what you are after. Cheese burgers, steak, chicken, fish, do it all! just make sure you do some sort of exercise or you will just end up fat. There are some weight lifting exercises you can do like upright rows, shrugs and bent-over rows (if you don't know how to do these exercises look them up, they are back and shoulder exercises and can be hurtful if you don't know the proper technique on how to do them). There are some physiological factors at work here, some people are just born with smaller necks than others. With work and healthy weight lifting you can augment this and overcome.
