If you can get an erection to masturbate you should be able to produce ***, or at least precum. Sperm will come later, mid puberty. All young males have low to no sperm count, even with a full orgasm.
Maybe you aren't truly getting off. Try doing something different or let it rest, don't try to force an orgasm. You probably just haven't really had one.
