It doesn't need to smoke in bathroom to produce such odor. If he's smoking for awhile, the urine metabolism will bring along the odor of tobacco. It takes awhile, supposed he smoked in the morning, the urine's smell will be around in the afternoon.
Thus, it depends on how many stick he consumed for the day, what type of cigar -mild or non-filter-, and most important the quantity of water consumption he takes for the day. The less he drank fresh water, the urine will become heavier in producing such scent.Health Question & Answer

If it smells like cigarettes, I'd go with your instincts.
Otherwise, it would smell of his other activities. Lighting a match may help dispel the smell for bowel emissions, but it won't make it smell like cigarettes. Only cigarettes will do that.

I am so sorry to tell you this but i contemplate that he is smoking. Get evidence first dont just get mad (cigares, hes late, his breath smells, his teeth are yellow). When you find evidence then you will know its true. Just my oppinion.Health Question & Answer
