Looks like overpriced quackery to me. Red flags all over the website. As soon as I saw the word "quantum" and the testimonials, and lack of any mention of clinical trials.
I suggest you send an email to them and ask for links to, or copies of their independent clinical trials showing evidence of efficacy and safety of their products.

I'm guessing that no, it's not. Given that his website looks like an accident between a couple college textbooks, a lot of LSD, and doesn't make a damned bit of sense in the slightest. This probably isn't a guy you should be taking advice from, much less sending money too.
