It sounds like you may have what's known as "Pearly Penile Papules". These are small raised lumps on the penis that occur in many males. Its not something that you catch, just something that kind of just...happens. They aren't bad, they're not a disease or anything, its just like having a freckle on your skin or having a birthmark and you can't pass them on to other people.

If you're really worried, maybe speak to your doctor, but as far as I can see from your description, there isn't anything bad.

Get the white bumps down there tested for herpes by your doctor.Then you would know for sure if you have herpes or not. If they don't hurt then they may not be herpes. It doesn't sound like herpes to me but if it's a mild case then you may not get all of the classic symptoms. White bumps could be any thing. They could be just pimples, pearly papules, or boils.
As for the laws for passing stds...I believe if you purposely pass it then the person receiving it could sue. You may want to look up your laws or as a lawyer regarding that.Health Question & Answer
