That depends on what type of herpes your talking about.
Basicaly.....If you kissed some one who had an active visible out break of oral herpes (cold sores) then it's possible that they could be passed on. If they had no out break even then there is still a small chance of getting herpes.
If you kissed some one with genital herpes then that type can not be passed by kissing some one on the lips. If you had sex with this person then there would be more of a possibility of getting genital herpes.
Both types of herpes are more contagious while there are signs of an out break but there is still a small chance that they can be passed on with no signs of an out break.
