Our bodies are made of so much percentage of water & the wind & cold weather is whipping around us & drying out our skin. So that means the ratio is off--if you're skin is dry & itchy. That is why you'll need to make sure that you're applying moisturize to your outside such as a cream or at least keeping your insides moisturized by drinking more water. Like in the summer, we have to drink more because we sweat--in the winter--we have to drink more water because we dry out.Health Question & Answer
maybe if it's windy the cold wind rushes past your skin and evaporates moisture near the surface. and when it's hot outside, you sweat more, thus creating a constantly moist layer of skin.
