Yes. Indeed, most encounters with HIV positive people do not result in HIV transmission. This is particularly true when the hiv infected partner has a low viral load.
This is a matter of very recent controversy, because of something called the Swiss Study published a few months ago. Essentially, the leading HIV experts in Switzerland said that the risk of transmission between a man and a woman when one of them was HIV positive could be negligible under three conditions. Firstly, the positive partner had to be on medication and with an undetectable viral load for 6 months or more. Secondly, both partners had to be free of other STDs. Thirdly, the positive partner had to adhere strictly to their medical regime.
This is not by any means accepted as good advice. Not even the Swiss would say that unprotected sex is ever a good idea between serodiscordant couples (couples where one partner is positive and one is negative).

I think it fair to say that most HIV experts would consider that the risk is more than negligible (in other words significant) even under the conditions that the Swiss consider relevant to their statement. What you could take away from all of the above is that having a fulfilling sexual relationship with an HIV positive person is possible. Use a condom, just know that, if it breaks the risk of transmission is much less under certain conditions.

I think if someone is HIV positive and you are negative and you sleep with them, the chances of you getting HIV are very high. If I found out a man had HIV, I wouldn't even sleep with him with him wearing a condom on. I would be too scared too. What if the condom breaks.?Health Question & Answer
