The Lap Band will work. It will take longer but its also healthier than the gastric, i'm sure you already know this...
But this is to answer hannibal... I have the Lap Band, so this is why i am answering your question.
For one.. everyone is different, and what worked for you may not work for everyone else.
'Cause i know personally that when i was dieting and excercising i was still hungry and had the urge to eat eat eat.
But having the lap band helps, 'cause you dont get that urge and when you do eat a small meal you stay full for longer, where as when just dieting you would eat a small meal you felt hungry faster.
This is where willpower comes in.. but still not everyone has will power.

I do have a question: if you're resorting to a lap band, you've tried diet and exercise and haven't had results. However, you were told that you must eat right and exercise for the lap band to work. How exactly do you see this as a fix.?

Not unless you have health problems. You also have to show documentation that you have been on numerous diets without success. The lap band will work though. It may take a little longer, but it will. Health Question & Answer
