Depends where it is at. If it is on her head, and she knows how to style it right, then guys don't mind. If it is below the belt the NO, no guy likes his girl to have a pube-fro.
I don't know, cos I'm not a guy, but wouldn't you feel better about yourself if you were frizz free? But curls are great!

Depends on the age of the boy. If he and you are 5, I'd say no. If you are 12 probably not. If you're 14-52 then yes he notices it and it may bother him but after 35 he won't say anything.
On her head?
I don't really have a problem with it, some look really great. If there is extensive hair frizzle and you don't feel comfortable there are hair products that can help.
Depends how excessive the frizz is. If it looks like you just got shocked by an outlet or something, you should do something about your hair. Otherwise, guys know nobody is perfect. Sometimes sh*t happens.
I have really frizzy hair - and until my late 30s was paranoid about it and therefore kept my hair extremely short.

Now - I don't care and have grown my hair to my shoulders (big step for me!). For one, it's better than all that hair staightened same-ness that everyone has - everyones hair looks ironed flat and like Jennifer Aniston! - and I now think it a bit sexy to have naturally wavy, frizzy hair!

Mind you - I keep it tied back most of the time!
