ok, this sounds gross, but when i used to be up all night studying and then have a photo shoot the next day, i would use preperation H it takes them away, seriously... you can also use it for cellulite in case yo wante to know, just rub a little bit on and let it dry, it holds it all tight so it goes away until you wash it off

If you want to go cheap, try this. Freeze cucumber slices and as soon as you wake up, put them on your eyes for 15 minutes. The cold will reduce swelling and the vitamins in the cucumbers will help with the redness.
The best one I have found is a ice cube. Five minutes in the middle of you puffy "bags" it will reduce them quickly.
