Payless. Target (great style). Walmart (but the styles aren't too great there). Kohl's. JCPenney clearance section. Outlet malls. Baker's clearance is GREAT! Shoes for like 10 bucks. You find most Baker's in malls.
Also, if you want to shop online, go to any one of the above listed stores' websites and look in the sale/clearance section. Shop by size and there ya go! :)

Well.there are definately a few.but it depends on how cheap you want them. Payless is always super cheap and sometimes you can find some really nice things there. If you have a Footprints by you, they sell a variety of shoes all for 21 dollars and Ross or Marshall's allways have name brand shoes for less than half their original prices.
